The longer answer: Drupal 7, with a good chunk of contributed modules and custom code and theme work. If you wanted to create your own Vaxia-system site, you would need to look at http://www.drupal.org and http://github.com/Bastlynn/Vaxia - if you want to contribute code, then we'll gladly accept pull requests after they go through a code review.
